Microsoft, Mistral Expand Partnership To Bring Sovereign AI To Enterprises And Regulated Industries
Microsoft and French AI company Mistral have expanded their strategic partnership through a multibillion-dollar agreement aimed at accelerating Europe's AI infrastructure while enabling enterprises and regulated industries to deploy frontier AI models with greater control over their data, infrastructure, and operations.Expanded AI partnership The partnership responds to growing demand for sovereign AI, allowing organizations in highly regulated sectors, including defense, healthcare, finance, and the public sector, to run frontier AI models while keeping sensitive data within controlled environments.Financial terms of the deal were not disclosed, though the statement described the agreement as a multibillion-dollar investment supporting Mistral's AI infrastructure expansion across Europe. Microsoft will use Mistral's expanding European AI infrastructure to support Azure services. Azure customers will also gain access to Mistral's latest frontier models, including Medium 3.5 and OCR 4, through Microsoft Foundry and Copilot Studio.The partnership allows organizations using Azure Local to deploy these open-weight models in hybrid or fully disconnected on-premises environments, enabling sensitive AI workloads to run while maintaining data residency and operational control. "By bringing Mistral’s frontier European models into our sovereign cloud portfolio and enabling them across public cloud, cloud-connected and fully disconnected environments, we are honoring the European Digital Commitments we made and giving customers a trusted foundation for AI they can operate on their own terms," said Brad Smith, vice chair and president, Microsoft.The alliance is supported by a joint go-to-market strategy that includes co-funded proof-of-concept projects, Azure credits, and technical workshops to help European enterprises navigate increasing data sovereignty requirements. "With Microsoft as our partner, our models reach enterprises and public institutions at global scale, delivered through a platform trusted for the most demanding, regulated workloads and available everywhere our customers operate," stated Arthur Mensch, co-founder and CEO, Mistral.The agreement comes as governments and large enterprises across Europe increasingly prioritize sovereign AI infrastructure to meet stricter data governance requirements while reducing dependence on foreign-hosted AI services.Key background The expanded agreement builds on a series of foundational milestones between the two tech leaders. In February 2024, Mistral selected Microsoft Azure as its first distribution partner for its flagship Mistral Large model under a multi-year partnership.Mistral further bolstered its hardware position in June 2025 by launching Mistral Compute, an end-to-end infrastructure stack providing GPUs, orchestration, APIs, and managed services ranging from bare-metal dedicated servers to fully managed cloud platforms. The partnership also advances Microsoft's European Digital Commitments announced in April 2025, under which the company pledged to expand its European data center capacity by 40%, scale cloud operations across 16 countries, and operate more than 200 data centers across the continent by 2027.
